James Comer said he wants to wrap up the Biden impeachment inquiry as soon as possible. He says he will be making criminal referrals to the DOJ.
What does that mean?
The Congressional Research Service says:
“Congressional committees will occasionally come across evidence of a criminal offense in the course of an investigation. When that occurs, committees have sometimes chosen to take that information and make a “criminal referral” to the DOJ. Although there is no established or accepted definition, a congressional criminal referral is a non-binding communication to the DOJ, made either by a congressional committee or by individual Members of Congress, that specifically articulates evidence supporting the possible commission of a crime and asks the DOJ to either conduct further investigation or otherwise pursue the matter. While congressional criminal referrals often involve offenses against Congress (for example, lying to Congress or obstructing a congressional investigation), a committee can make a referral whenever an investigation has uncovered
evidence of possible criminal wrongdoing.”
In other words, it’s more of a “suggestion” that the DOJ might want to look into something, but it does not guarantee that anything will be done. Especially if no compelling evidence is sent along with the referral.
I can’t say anything for sure, but my suspicion is that they just want to get out of the inquiry without looking like they’re letting the “Biden Crime Family” off the hook. By stating that they are making criminal referrals, their base might think it means they’re charging them with crimes.
In fact, Comer did say that another advantage of the criminal referral is when Trump is President again, he can have his DOJ indict the “former President Biden.” Basically admitting to a plan to arrest Trump’s political opponent. If you’ve read my post on Project 2025, you know they already have every department staffed with Trump yes-men.

Rep. James Comer (R-Ky.) is indicating that the “culmination” of his investigation into President Biden will be criminal referrals to lay the groundwork for prosecution by a future Trump Justice Department.
Aaron Rupar shared Comer’s appearance on Newsmaxx where he made the statement.
Part of me wants the clown show to end. Another part of me wants them to continue the sham hearings to further display their inability to govern. They also have absolutely no interest in legislating and doing anything to help the American people. Here’s to hoping their voters are paying attention and getting just as angry as the rest of us at the inaction in the face of so many issues concerning voters.
